15-728: Nutrition Program Manager

****BACKGROUND****

International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Nutrition Program Manager****in Cameroon.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Since 2010, International Medical Corps has been present in the Far North region of Cameroon implementing humanitarian health, nutrition and WASH support activities to vulnerable communities. The recent escalation of violence in the north of Nigeria and neighboring countries, since 2014, has led to the mass flow of refugees into the Far North region of Cameroon. In addition the violence has crossed the border and has led to the internal displacement of around 90,000 people, adding to an already vulnerable population. International
Medical Corps is currently providing primary health care and nutrition services to 35,000 Nigerian refugees in Minawao camp. In addition, the conflict affected communities of Bourha, Mogode and Mokolo health districts are receiving primary health care, nutrition and WASH support in Health facilities and through direct
outreach.

International Medical Corps basic package of essential health care encompasses high impact primary health care services, Water Sanitation and Hygiene as well as key nutrition, GBV and child protection interventions.
Through support of existing Ministry of Health (MoH) health facilities, training of medical staff, and operation of mobile clinics, International Medical Corps offers curative and preventive consultations, maternal and child health (MCH) care, reproductive health services including skilled birth attendance, family planning (FP), syndromic management of sexually transmitted infections (STIs) and services of the Minimum Initial Services Package (MISP) for Reproductive Health, therapeutic and supplementary nutrition services, gender-based violence (GBV) prevention and response, child protection and mental health support. International Medical Corps also focuses on building the capacity of local community structures, such as village health committees (VHCs) and community health workers (CHWs). The aim of International Medical Corps’ work is to strengthen local social services and develop capacity for greater community resilience, while maintaining flexibility and the ability to respond to the continuing instability and accompanying increasing humanitarian needs in the country.

****JOB SUMMARY****

To support and guide in implementing and managing International Medical Corps’ Nutrition programming according to mission strategy and donor-funded program objectives. Specifically, the Nutrition Program Manager will provide overall management oversight of the UNHCR funded nutrition activities in the Minawao refugee camp in the Far North region, including technical backstopping including guiding continued program activities, conducting nutrition training, reviewing program reports, surveys and monitoring and evaluation reports, and be responsible for
coordinate with UNHCR, government and NGO partners, representing International
Medical Corps

****ESSENTIAL DUTIES AND RESPONSIBILITIES****

Program Planning

· Work closely with the International Medical Corps programme Manager, country management team, and the
Nutrition Technical Advisor to understand program goals and to meet expectations

· Set program strategies and a work plan, in coordination with the International Medical Corps site level
programme staff and country management team to meet program goals and to determine operational needs

· Analyze nutrition trends and develop/adjust program strategies to meet needs

· Contribute to production of proposals for any new projects

· Program Management

· Identify existing project implementation gaps and address any issues with partners, donors and
stakeholders

· Demonstrate understanding of the context specific underlying causes of malnutrition and ensuring that the
IMC project is addressing these underlying causes

· Organize and lead trainings for partner organizations working in various sectors

· Organize and co-facilitate trainings for medical practitioners on the national nutrition protocol
Integrated Management of Acute Malnutrition (IMAM) and on the Infante and Young
Child Feeding (IYCF) practices.

· Organize and train community relays on sensitization, screening, referral and follow up of
beneficiairies of TSFP and BSFP program.

· Organize and coordinate blacket and Suplementary Feeding Progam in Minawao in collaboration with
partners.

· Compile weekly, monthly and quarterly reports, on time and with accurate data.

· Maintain flexibility to take on added responsibility as and when needed.

Coordination

· Coordinate with UNHCR, government ministries and NGO partners to ensure well-coordinated prevention
and response activities

· Actively participate in Nutrition working group and relevant task force meetings for collaboration and
program planning and contribute to joint action plans

· Coordinate with other sector actors and working groups to ensure nutirtion integration

· Work closely with other sectors and consortium counterparts to integrate program components

· Maintain positive working relationships with all partners

HR Management & Staff Support

· Support the development of codes of conduct for Minawao camp nutrition program staff and volunteers

· Assist in staff recruitment and training, conduct performance monitoring in collaboration with HR, ensure
that standards and protocols are adhered to.

· Supervise and mentor Nutrition staff and volunteers working for the project

· Develop support strategies for Nutrition staff and volunteers and introduce principles of self-care

· Provide technical and program management trainings for staff and volunteers

· Represent the organization at meetings as appropriate

· Ensure maximum visibility of the agency amongst the UN and NGO community

· Contribute to the positive image and overall credibility of the organization, notably through the
application of the organization’s Code of Conduct

Financial Management

· Develop financial pipelines in line with program implementation plans

· Ensure planned program activities are in line with the budget and executed in a timely manner

· Work with Logistics to procure program supplies within program budgets

· Adhere to IMC and donor requirements and flag any funding challenges

Personal Conduct/security

· Contribute to the positive image and overall credibility of the organization, notably through the
application of the organization’s Code of Conduct

· Maintain confidentiality and uphold other principles in line with protection programming

· Ensure application and compliance of security protocols and policies

· Consider security implications of all program activities, reviewing all new initiatives with
staff teams and community leaders

****QUALIFICATIONS****

“To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.”· Bachelors Degree in Nutrition and 7+ years relevant work experience (minimum 5 years in emergency
response setting) OR

· Masters degree in Nutrition/Public Health and 5+ years relevant work experience (minimum 3 years
in emergency response setting)

· Previous program development/management experience and Ability to train national staff on
nutrition response in emergency settings

· Relevant regional experience strongly preferred

· Familiarity with international humanitarian operations, coordination structures, and the
mandates of donors, UN agencies, and other NGOs

· Ability to exercise sound judgment and make decisions independently

· Extremely flexible, and the ability to cope with stressful situations and frustrations

· Excellent decision making skills

· Strong communication skills, both oral and written

· Ability to work well with a team

· Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

· Ability to read, write and interpret technical and non-technical information in French and English
language.

· Ability to effectively present information and respond appropriately to questions from senior managers
in the field and HQ, counterparts, government representatives and others
