****BACKGROUND****

International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Monitoring & Evaluation Officer****in Cameroon.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Since 2010, International Medical Corps has been present in the Far North region of Cameroon implementing humanitarian health, nutrition and WASH support activities to vulnerable communities. The recent escalation of violence in the north of Nigeria and neighboring countries, since 2014, has led to the mass flow of refugees into the Far North region of Cameroon. In addition the violence has crossed the border and has led to the internal displacement of around 90,000 people, adding to an already vulnerable population. International Medical Corps is currently providing primary health care and nutrition services to 35,000 Nigerian refugees in Minawao camp. In addition, the conflict affected communities of Bourha, Mogode and Mokolo health districts are receiving primary health care, nutrition and WASH support in Health facilities and through direct outreach.

International Medical Corps basic package of essential health care encompasses high impact primary health care services, Water Sanitation and Hygiene as well as key nutrition, GBV and child protection interventions. Through support of existing Ministry of Health (MoH) health facilities, training of medical staff, and operation of mobile clinics, International Medical Corps offers curative and preventive consultations, maternal and child health (MCH) care, reproductive health services including skilled birth attendance, family planning (FP), syndromic management of sexually transmitted infections (STIs) and services of the Minimum Initial Services Package (MISP) for Reproductive Health, therapeutic and supplementary nutrition services, gender-based violence (GBV) prevention and response, child protection and mental health support. International Medical Corps also focuses on building the capacity of local community structures, such as village health committees (VHCs) and community health workers (CHWs). The aim of International Medical Corps’ work is to strengthen local social services and develop capacity for greater community resilience, while maintaining flexibility and the ability to respond to the continuing instability and accompanying increasing humanitarian needs in the country.

****JOB SUMMARY****

To oversee the overall design and implementation of monitoring and evaluation (M&E) systems and procedures and ensure that all aspects of the International Medical Corps Cameroon Mission’s M&E systems are adhered to.

****ESSENTIAL DUTIES AND RESPONSIBILITIES****

  • In coordination with the Program Team, project staff and M&E field Focal Points establish a reliable participatory M&E framework for the International Medical Corps Cameroon mission;
  • Design full M&E procedures and operating plans within the Mission;
  • Implement effective M&E systems and procedures to ensure project quality assurance and consistency across the Mission;
  • Design, implement, improve and maintain workable and comprehensive M&E tools for the monitoring of core International Medical Corps program activities within the Cameroon program;
  • Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and project documents;
  • Provide technical support to field teams in planning and monitoring of ongoing projects as well as the development of systematic regular and structured M&E exercises such as evaluations, reviews, lessons learnt workshops;
  • Compile various periodic internal reports for smooth and timely implementation and accomplishment of planned project activities;
  • Develop and manage the M&E Information System with the M&E Focal Points and be responsible for generating periodic reports for all areas as per the International Medical Corps Headquarters and donor partner requirements;
  • Build the capacity of staff through training and support for effective implementation of the M&E systems, including for information gathering, periodic reflection and analysis of program monitoring data follow up and post implementation monitoring within the Mission;
  • Develop work plans to mentor and coach staff to build their capacity;
  • Implement and train on program monitoring tools (e.g. PMT, IPTT);
  • Test and implement flexible reporting structures and data collection mechanisms;
  • Coordinate and lead rapid and more comprehensive assessments with prompt analysis and dissemination among stakeholders;
  • Establish and maintain feedback mechanisms, both internal and beneficiary based, of program results for decision making and accountability
  • Lead on the development of case studies and other learning products

Other

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
  • Represent the organization in the M&E and Assessment Working Groups promoting a positive image and accountability;

****QUALIFICATIONS****

“To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.”

  • Masters level or higher degree in social science, statistics, international development; experience or background in epidemiology, public health, health information management, biostatistics or a related discipline is preferred;
  • At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks;
  • Demonstrated experience managing teams and building staff capacity within complex programming;
  • Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;
  • Experience with M&E approaches for key donors such as OFDA, ECHO, EU, DfID, UN etc
  • Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis; experience with various survey and rapid assessment approaches;
  • Experience in database design and other tools for information management;
  • Competent in MS Excel, word processing, Power Point and experience using statistical software EPI-Info, SPSS and STATA are a plus;
  • Fluency in written and spoken English and French is required.
